Hi Reader,

This morning, folks gathered to learn about the Precious Angel Memorial and to celebrate the addition of a concrete walkway, handrail and more to the hallowed spot in the Dubois County Park.

I am always struck by the dedication so many people have to the many projects that create spaces in our community for recreation as well as contemplation.

Today, we also published a story about the passing of the first residential TIF in Jasper. We can really get into the weeds on TIF. It’s complicated but essentially comes down to rerouting projected increases in property taxes in the TIF area into the project or other projects that support the TIF area.

Proponents use the “but for” argument. “But for the TIF, would the improvement or development occur?” In this case though, the TIF is supposed to help lower the homes’ costs for consumers.

Opponents are concerned about the impact on other taxes in the community, the long-term impact on other taxing entities that won’t automatically receive those increased tax funds from the project, and whether it was even necessary to create a TIF for the development to occur.
