Huntingburg Council Meeting notes June 14, 2016

The Huntingburg Common Council met on June 14 for its regular meeting and took the following actions:

-Held a public hearing on the Market Street Park Stellar project. Lisa Gehlhausen, executive director of Indiana 15 Regional Planning Commission, addressed the council and explained the city is required to hold two public hearings before sending in the project for funding approval through Indiana Office of Community and Rural Affairs. As part of Stellar the project will turn the area behind the Old Town Hall into a park and public gathering area. Three public comments in support of the park were recorded.

-Approved a contract for services on the Fourth Street Heritage Trail Project with VS Engineering Inc. of Indianapolis for the Fourth Street portion of the Stellar Heritage Trail project as well as updates to Fourth Street between Geiger Street and Van Buren Street for $592,659.

-Heard The Lofts at St. Joseph’s was 90 percent complete. Pete Schwiegeraht with Miller Valentine Group, reported the project is in the 90 to 95 percent complete and will be moving people in in the next couple of months. Schwiegeraht requested the council release the remaining incentive amount be released as Miller-Valentine has met the requirements to receive the remaining portion of the $50,000 granted to the project. The council approved the funds with $25,000 being granted 90 days after the project started and the balance being deposited at 75 percent completion.

-Approved a contract with IU Health Occupational Services to replace Public Safety Medical at the vendor for the medical qualification services for the transit fitness for duty program.

-Approved a resolution granting permission to make the submission for the 5311 Rural Transportation Assistance Program.

-Gave preliminary approval for a resolution adopting a Title VI of the Civil Rights Act of 1964. Story here.

-Gave the Water Department the go-ahead on adjusting specifications on a new truck for the water department.

-Approved the reuse of water valves left over from the 4th Street waterline project for $40,000 which saves the city over $7,500 and the restock fee. The valves will be put in the refurbished water line.

-Gave preliminary approval to add the ordinances passed last year to the city’s code book. Since there were only three council members present the final approval was held over until the next meeting.

-Heard the city will not have funds available from its six tax increment finance areas to go to the other taxing units impacted by the areas. Annually, the redevelopment commission considers how much of the property tax revenue captured by the districts will remain in those districts. The commission can grants amounts to be released to other taxing units like the schools, county, airport and civil city.
