City of Jasper issues E-Bike and E-Scooter safety guidelines for residents

As e-bikes and e-scooters become increasingly popular on Jasper’s roads, sidewalks, and trails, the Jasper Police Department is reminding riders — and their parents — of the rules of the road.

The city has released a comprehensive set of safety guidelines covering everything from vehicle classifications to trail etiquette, with a particular focus on juvenile riders.

City officials are urging parents to have open conversations with their children about safety and the rules of the road, while asking all riders to remain respectful, responsible, and law-abiding.

Under Indiana law, e-bikes fall into three classifications. Class 1 and Class 2 bikes are both capped at 20 mph, with Class 1 being pedal-assist only and Class 2 allowing throttle operation. Class 3 bikes, also pedal-assist only, can reach speeds up to 28 mph — and carry a minimum riding age of 15, with a helmet requirement for anyone under 18.

Bikes exceeding 750 watts don’t qualify as e-bikes at all. Those are legally classified as motor vehicles, meaning riders must be at least 16 years old, licensed, insured, and operated on the road only.

The city is asking all riders to follow basic courtesy and safety rules on Jasper’s public paths. That includes yielding to pedestrians, riding at safe speeds, using caution at crossings, signaling when passing using a bell or voice, and keeping headphones out while riding. Bikes over 750 watts are prohibited from trails entirely.

The JPD is actively monitoring both road and trail use and enforces all applicable traffic laws. E-bikes fall under Indiana Code 9-21-11-13.1, while e-scooters are governed by Indiana Code 9-21-11-13.6.
